| This is the significant developmental strategy that reconstruct a new socialism rural which put forward in Party's 16 fifth plenary session and it is also one of the first historical mission. To fullfill this aim, strengthing and improving the construction of rural grass-root Party organization is the key job. In the new situation, regarding how to reconstruct the socialism new rural, how to localizate the correct role of rural grass-root Party organization is an important one. This article launches the preliminary discussion on this topic.This article is divided into four parts:The first part: The necessity of how to localizate the correct role of rural grass-root Party organization. To analysis the advantadges or disadvantages of localization of traditional role of grass-root Party organization. Through the analysis, it points out that the situation has been changed ,so the traditional localization has not already adapt to the new situation.The second part: The performance, influence and reasons of the dislocation of rural grass-root Party organization's role. Since the 1980s, the environment has had the very big change in the rural reconstruction, actually ,the role of rural grass-root Party organization has not been able to keep pace with the times, and the traditional role localization has influenced the pace of the new rural reconstruction seriously.The third part: To locate the role of rural grass-root Party organization in the new rural reconstruction correctly. This part in view of the actul demand of new rural reconstruction, and to analysis the role that rural grass-root Party organization shoule carry on.The fourth part: The proper path that the correct role of rural grass-root Party organization should choose.
