Study On The Civil Rights In The Archives Opening Up

At present ,there exists a lot of problems in the process of the archives opening to the outside world:Compared with other countries in the world,the construction of our country's archives legal system has fell behind comparatively.On practice,laws and statutes about archives develop slowly,and the citizens and archival departments go ahead unbalancely in right and duty .All of these make problems about civil rights in the archives opening up,can not be solved very well . Theoretically , although studies on law problems in the archives opening to the outside world have progressed,but are not enough to some extent.And legal problems and archives work are not connected with each other.The present research results need to be improved further both in the quantity and in the quality . Because of this,study on the civil rights in the archives opening up not only has theory significance but can also solve the problems in archives work.This article analysed and studied thoroughly on the civil rights in the archives opening up from the angle of law . This paper considered the civil rights in the archives opening up as the foothold . At the same time of bringing forward the relevant law concept,it combined the archives work practice and expounded the civil rights roundly.It emphasized the right to know and the right of privacy in the archives opening up,and brought forward the relevant countermeasures .
