Research On Ningxia Archives Opening From The Perspective Of Collaborative Public Management

In recent years,China has been upholding the five concepts for development and promoting opening and sharing,and the public demand for archives opening is increasing as well.However,due to the traditional management mode has not yet made a breakthrough,the opening of archives seems to have entered a platform period,obviously lagging behind the pace of social development and increasingly unable to meet the growing public demand.The author attempts to build a model of collaboration among multiple subjects from the perspective of collaborative public management,in order to break through the bottleneck of archives opening.The author adopts the methods of literature research,interview and observation.Firstly,the paper generally defines the core concept of archives opening,summarizes the three stages of archives opening,and sorts out the concept of collaborative public management and its basic arguments to provide sufficient theoretical basis for subsequent research.Secondly,through the analysis of relevant statistics,research reports,policy documents and other first-hand information,the paper reviews the mechanism evolution and service history of Ningxia archives opening in the past four decades,and analyzes the feasibility and opportunities of carrying out collaborative management in Ningxia archives opening based on the motives,types,power structure and current social environment of collaborative public management.Thirdly,using the methods of field observation and interview and taking into account the current situation of archives opening,the paper points out the dilemmas and analyzes the causes of collaborative management in Ningxia.Finally,to solve these dilemmas,the author combined with the relevant theories of collaborative public management,puts forward countermeasures and suggestions for carrying out collaborative management of archives opening in Ningxia from three aspects of ideology,mechanism and implementation.
