An effective incentive mechanism is to mobilize an organization and its staff enthusiasm of one of the basic system. China's civil service system improve and perfect the process, the building of the civil service incentive mechanism is the key and difficult one. Xi'an certain areas to improve administrative efficiency, improve the civil service is exploring incentive mechanisms work. Hope that through the establishment of an effective incentive mechanism to mobilize the enthusiasm of civil servants and creativity, and promote the building of the contingent of civil servants, so as to enhance the management level, the promotion of social and economic all-round, coordinated development.In this paper, the use of public management, public sector human resource management theory and empirical analysis, incentive mechanisms in the area of civil service status of implementation, existing problems and ways to improve the more in-depth investigation and study. First adopted in the area of civil service satisfaction survey and interviews, analysis of the incentive mechanism in the civil service are the main issues, and then draw in the ancient Chinese and Western motivation theory on the basis of nutrition, close contact with the actual situation in the area of civil servants in order to solve the problem - oriented, using competition to encourage, strengthen risk mechanism, and establish a flexible wage system management, reasonable arrangements for the tasks to strengthen the negative incentives, and improve training, to establish a scientific assessment system for assessing specific measures and measures to improve the building from a district civil servants the framework of incentive mechanisms.
