The sustainable development of a country's economy and society and the promotion of its comprehensive competitiveness rely on the government's reigning ability to a large extent, to which a team of highly qualified civil servants is essential. To develop a team of highly qualified civil servants, one method is selecting, the other is training. There is a common awareness that civil servant training is key to developing highly qualified civil servants and improving the government's reign.Nowadays our country follows the new trend, actively consummating the civil servant training system, improving reigning ability and making positive attempts and practices on both construction and theory research of the civil servant training system. Noticeable enhancements can be seen in research and practice of the civil servant training. However, since the civil servant training is just at the beginning stage in general, there are many deficiencies in system completion, curriculum design, training method, financial guarantee, etc. therefore, investigations on civil servant training is of realistic significance at present.Western countries have relatively consummating civil servant training system during so many research and constant completion, which mature further due to the New Public Management Movement, and have formed relatively complete notions, systems and methods. The essay studies America, Canada and Japan, which have relatively successful civil servant training system construction and have respective characteristics. It investigates the system circumstances, regulations and laws, training institutions, training types, training content and assessment of the civil servant training. By collecting and clarifying large amounts of first hand data from foreign countries, it comes to a research achievement through analyzing and summarizing, in the attempt to find out the common characteristic and law of the practice of foreign civil servant training management, and to analyze the common essence included, drawing from it the notions and methods that worth learning. Based on the research, it brings up relevant solutions and measures to improve our country's civil servant training system, hoping to make contribution to both theory and practice.The essay consists of five chapters. The first chapter is an introduction, which mainly introduces the research background, intention and significance and describes the current situation of the civil servant training both home and abroad, together with the logic design of the paragraphs. It also clarifies the research object and introduces relevant methods employed in the essay. The second chapter focuses on the governing environment and the civil servant training institution in America, Canada and Japan (which is shortened as "three countries"). It introduces the three countries' civil servant management background and the outline introduction of the system, also the civil servant training law system construction and the establishment of its institution. The third chapter is about the training type and content of the three countries' civil servant training. It details the training types according to different standards, and the construction of the three countries' civil servant competency model. It also introduces the three countries' special civil servant training curriculum design based on the training types and competency models. The fourth chapter is the assessment on the civil servant training. It presents methods of foreign civil servant training assessment according to America and Canada, whose assessment are relatively complete. The last chapter draws a conclusion and puts forward relevant views and suggestions on consummating our country's civil servant training based on all the above, such as enhancing the construction of civil servant training system, establishing a china-oriented civil servant training curriculum system, innovating diverse civil servant training methods, consummating various civil servant training supplement system and strengthening the training assessment together with the closed-loop management.
