On February 21, 2004, Premier Wen Jiabao first time proposed explicitly "to construct the service-oriented government diligently". The concept of "the service-oriented government" means the government pattern would have gotten the comprehensive transformation and basic reforming. The construction of the service-oriented government, its prominent significance lies in the government to provide the good service for the social public. At present, The service-oriented government is the government which can fair, transparent, highly effective provide the quality product and service for the citizen and the society under the citizen standard and the social standard idea instruction. The important responsibility of the government is providing good service to the public. In recent years, our country in building the service-oriented government has got many achievements, for example, to a certain extent saved the administrative cost, raised the administrative efficiency and so on. But our government falls behind on the attitude improvement of service. It would be a barrier if the service attitude can not satisfy the public and thus affect the service-oriented government's construction. This article discusses the present situation, the reasons and the improvement of civil servants based on the attitude theory of social psychology, which aims to rich the theory in building the service-oriented government. The article firstly elaborates the attitude's meaning and the present situation of civil servants. Secondly, the article has analyzed the formation of the service attitude from cognition, emotion, behavior tendency and so on. Finally the article tries to give some advice to the attitude improvement of civil servants with the stage theories, the cognition theory and the convince model theory.
