The Study Of The Improvement And Development On The RMLS In Gansu Province

Rural Minimal Living Security (RMLS) system is one of the most important components of Chinese rural social assistance system. It is the "last safety net" for poor rural resident. The temporal method for Gansu province's RMLS has been issued since Nov. 3rd 2006. It is the milestone which signals the development of the RMLS in Gansu province has entered a new phase. But the new problem has arised. Based on the research project on the new social assistance system in Gansu province, this paper made an intensive study of the the RMLS in Gansu province. The results of this research will be applied to the RMLS in Gansu province.Through the use of standardized documents and comparative analysis research methods,the next content have been studied in this paper. The first part is to describe the background of the RMLS in Gansu province. The second part is to look back the history of the RMLS in Gansu province. The third part is to find the problems and the reasons about the the RMLS in Gansu province, which include the funds, the objects, the standards, the organization & mangement and the laws & regulations. By contrast of the UMLS (Urban Minimal Living Security) in Gansu province and the RMLS in the East and the Middle of China, the study find the improvable part in the RMLS in Gansu province. The fourth is to issue the solution to the before-mentioned problems. The last part of the paper describes the deficiency in this study.The conclusion of the paper would advance the development of the RMLS in Gansu province, and also would balance urban and rural development in social assistance system and complete the social security theory in less developed areas.
