Frequent crisis management has inevitably become a major challenge in social life in a context of times of unpredictable international situation and deepening domestic reforms. As provider of public services and manager of public affairs, the government will inevitably play a dominant role in crisis management. But just a few government emergency departments and professional strength are not enough, there must also be the participation of social forces and support to successfully meet the challenges of crisis. As important organizational entities in civil society, non-governmental organizations can also play an important role in dealing with the crisis. In many countries, NGO play an active role in crisis management as participants, and become an increasingly dynamic force. China is in a critical period of economic and social transition, according to the general law of world development process, China corresponds precisely the "non-stable state" stage. Therefore, how to give full play to the role of NGO has become important issue to be resolved in China's crisis management. China must be based on the current situation, construct the long-term mechanism for crisis management through three aspects: civic and cultural building,government promotion,capacity strengthen of NGO- and ultimately improve crisis management capabilities of NGO and give full play to its role in crisis management.
