On The Rural Social Assistance

Playing a role of "guaranteeing the minimum" in the whole social security system, The society assistance system is known as the "shock absorber" of economic development and " the last safety net" to solve the poverty problem; therefore, it plays an important role in safeguarding the social stability and promoting the economy development. The rural social assistance is an important part of the social safety net. It inherits ideas of existence, development and social harmony, etc, covers fair and safe values, and hence has a very important theoretical and realistic meaning in protecting the rural disadvantaged groups, narrowing the gap between rich and poor, constructing new socialist countryside, constructing well-off society comprehensively and building harmonious society. For the history and system reasons, there are still a lot of aspects, including the basic frame, institution construction and law regulation, etc., need to improve in rural society assistance of our country. We analyze the current existing problems in rural society assistance, and draw lessons from foreign experience by comparative study on overseas rural society assistance system in this thesis. Proceeding from basic ideas of public management and improving the current rural society assistance system from the angle of law regulation in this thesis, we expect to benefit the further development of the rural society assistance system of our country beneficially, and also hope this can have some reference value to practice.
