The Perfection Of The Performance Evaluation Mechanism In The Process Of Constructing Responsible Government

This paper is bases on the inspection of government performance evaluation in the theory of Resposible Government. It holds that it is possible to build a responsible government by the way improving the government performance management. Therefore, bases on the cry for improving the government into a responsible government and its current situation, it refers to the advanced theory and experience on government performance evaluation from foreign countries in order to work out an method which is feasible in Chinese. It indicates that the endeavor in building a resposible government by managing its performance in some places home and broad has been a breakthrough point in our government reform. However, we should be aware of various problems in the practice of building a responsible government due to the lacking of systemic theory guidance, lacking of corresponding regulation and legal protection in government performance evaluation, such as the blindness, the lacking of variety in subjects, the failing to set up a scientific evaluation index system and information system as well as imperfect integration of qualitative and quantitative analysis. All of these indicate that the theoretical research on responsible government and its performance evaluation have been lagging far behind the practice. Shortage of theoretical research inevitably bring about the blindness in practice and increase the cost of practice, while pressing the researchers study into it with a sense of urgent and motivation. In view of this, this paper analyses in theory aspect the systematic basis of government performance evaluation mechanism for building a responsible government and on which set up a government performance evaluation mode. The mode is expected to including three procedural elements as follow: strategic target system, the balancing performance evaluation on the basis of resource managing and integrating, and the feedback of performance information and its usage. Besides, the paper set up process for the performance evaluation and analyzing the condition of applicability. Finally, put the balancing scorecard to build the performance evaluation index system of a resposible government, carrying out it, thus boosting the construction of a responsible government.
