In the new historical period, specially after our country joins WTO, along with reform of governmental system, construction of democracy and market reform thorough, it is pressure and challenge form domestic and international reformation that give more requirements to manage public sectors. The academe and public sector attach great importance to research Incentive System in public sector to improve work efficiency and cohesion within organization. The article firstly introduce concept of Incentive System and relative theory. Then, in the base of explaining the necessary of establishing and perfecting incentive system in public sector and main contents of effective incentive system, it analyze the characteristics, common and main problems of current incentive system of public sector, discuss about construction of effective incentive system, and systemically propose about this. The article creatively present the balanced score card theory to evaluate the performance of staff in public sector, based on which actually construct the performance indicator system and model in public sector which gives a great important practical application meaning to improve human resource management in public sector,bring up a case of using BSC in Tianjin Social Insurance Fund Management Center,enhance the cohesion within the organization and management efficiency, and innovate the application of human resource management.
