According to the labour market type, the employment sector and the social classes, the paper will define the labours who take about one-third shares of the total town labour market as N Group and as the research object. Workers in this group are mainly in secondary labour market, employed in the informal employment sector and classified in the lower stratum in social classes. N group mainly includes fanners who migrant in the city as workers, urban re-employment of laid-off staff and a small number of new urban labours in lower human capital content. There still exist a huge number of labors in China's urban labour market. These labours' income didn't increase with the correspondence of the economic development. Their employment environment is poor. They have no ability to improve themselves and cann't enjoy the fruits of economic development. They are "marginal groups" in city. The existence of these problems have serious conflicts with the construction of a harmonious society in China. Due to the constrain of time, the data we abtained cannot be used to analyse specifically and quantitatively, which prevented us from know the role of various elements in affecting the employment of N group and what relationship among these elements.On the basis of reviewing the formmer research and learning from international experience ,taking the Jinan's urban labor market as an example, the paper surveyed group N's employment situation in questionnaire and concluded: this part of laborers are mainly working in the form of employment and self-employment; their overall quality is lower and their income level is still relatively lower than the local average workers' wage so that they have to maintain a lower standard life, with little or no ability to invest in human capital accumulation and they cannot create the conditions to the improvement of the current employment situation on their own; their frequent employment movement leads to the low signment rate of the labor contract and the low contract compliance of the Employers; these workers are generally indifferent to employment policies and lack of the confidence in the future implementation of employment policies. Analying these problems by theories of labor supply and demand, human capital theory and labor market discrimination, the paper confirms that the reason mainly due to the Government who did not play well in the corresponding function as the market adjustment during the distribution of interests among workers, employer and government in the coordination process. Accordingly this paper concludes that government as one of the main party in the construction of a harmonious society on the theory of construction a harmonious society, it should be increase the intensity of the implementation of employment policies, reduce the tantamount hypothetical situation of policies and regulate the behavior of the employer on the basis of straightenning out workers and employers, workers and government relationships; on the other hand, in-depth the government should create various conditions for this group to enhance their human capital accumulations, introduce practical policies and measures for the workers to create a good business environment on the premise of deeping understanding of the workers' will.
