The relations between China and Japan have been tortuous since the establishment of diplomatic relations. Although there are some diplomatic troubles, it is gradually improving. Great changes have taken place in the world situation in the new century. The relations between China and Japan will progress in an environment between chances and challenges coexist. The development of the relationship between China and Japan in the new century, is pushed forward by the aggressive cooperation between both governments, and also depends on the further expansion of non-governmental exchanges. This text analyzes the non-governmental exchanges between China and Japan in the 21st century with the reference of China diplomacy policy towards Japan. With the premise of having defined the non-governmental exchanges between China and Japan, this text discuses the importance and function that the non-governmental exchanges play in the relationship between China and Japan, concretely analyzes the problems and prospects which exist in the non-governmental exchanges between China and Japan, emphasizes to point out the way that could cancel perplexes in the relationship between China and Japan, and the prospect of the development trend with China and Japan's civil relationship, as well as the significance of repairing the relationship between those two countries. In the future, probably there will be new problems in the relationship of China and Japan, however non-governmental diplomacy is inevitably developing into a positive situation. With regard to that, I will track it on and discuss it in time.
