In the new historical period, our country is developing in the direction of civilization, peace, nicety and harmony. However, conflagration is still of frequent occurrence owing to the special time of economic transition and social transformation. Moreover, it will make us, for a long time, faced with the tension and challenge of rising fire frequency and danger. It is the obligation for firefighters to control fire occurrence to the least extent, to reduce the damages caused by fire as much as possible, to practically protect economic construction, and to ensure people's peaceful life and happy work, which are also the embodiment of the spirit of the 17th People's Representative—administrating for country's thriving ; administrating for people's benefit. Now the urgent projects for staff working on fire control are as follows: how to comply with the law of public fire control, how to explore the work of fire control service, how to socially arouse the fire control consciousness in a short time and enhance the ability to prevent fire occurrence, especially conflagration. Some of the past experience and ways should be inherited and developed, while others are not workable any more and need to be further explored. There are some international traditions and widely used approaches from which we can learn. By discussing the service of public fire control, the author of this dissertation expects to realize the continuous development in fire control in order to improve fire control work, achieve efficient supervision and administration, improve elementary facilities, better technological equipment, and make the system reasonable and working teams stronger. In doing so, the needs of marketing economy can be met; the social safety can be protected.
