The firefighter is a team who ensure people’s lives and property. Along with therapid development of the economy, the frequency and hazard of fire incidentsincreased and the safety problems got more attention. The new situation put forwardhigher request to public security fire control institution. So it’s meaningful to discusshow to improve the basic cadres’ enthusiasm and initiative of public security firecontrol institution and how to establish a higher efficient team to adapt to the new age.It’s an old topic, but with new contents.The author discussed the problems in the current incentive mechanism about publicsecurity fire control institution based on prior work experience. Based on modernmanagement theory and game theory, the thesis combined the materials and thespiritual incentive and established three incentive models: the traditional, the relativeperformance and the difference wage salary systems. Through comparison of theabove three salary system, the article set up a new salary system-the jointly salarysystem. Finally, through comparison, the article established the jointly incentivemodel which considered the inspirit incentive.The article compared the four salary system and gets the follow conclusions:1)the jointly salary system was better than the other three systems in the incentive effect.If the condition is permit, public security fire control institution should use this one;2)The relative preference salary system and the difference wage salary system had theirown advantage and disadvantage. Both of them are better than the traditional salarysystem in incentive effect: When the degree of absolute risk aversion belong to(0,0.74), the relative preference salary system is better than the difference wagesalary system; When the degree of absolute risk aversion P belong to (0.74,1),thedifference wage salary system is better than the relative preference salary system.3)Lastly, the author gave some advice about the inspirits incentive of public securityfire control institution from the angle of the goal incentive, the accountability incentive, the promotion incentive, the honor incentive and the example incentive. Inshort, this paper tried to introduce the new management means into public securityfire control institution and provided a theoretical reference for it from the angle of thematerial incentive and the inspirit incentive.
