The Research On The Problems Of The Present County-level Administrative System Reform In China

The county-level administration, as the basis of our country's administrative system, is a liaison between the rural and urban areas, as well as a basic unit to carry out the Party's routines and policies. Therefore, to deepen the county-level administration reform is not only an essential constituent in advancing the whole administration reform but also an important issue to be seriously answered and solved. At present, China's total of more than 2,800 county-level administrative establishments (including county-level cities) are undertaking the task of managing a rural population of approximately one billion. Therefore, the result county-level administration organizational reform is of great significance in advancing the entire national administration organization reform.This paper has applied several research methods in the process like the real diagnosis analysis method, the standard analysis method, the dynamic analysis method, the comparative analysis method and the quantity analysis method. It centers on the contemporary Chinese county-level reform of the administrative system and the main problems and their causes.Besides the introductory and concluding remarks, the body consists three parts.Part1 is about the main results in the county-level administration reform since the reform-and-opening-up policy came into being. In this part, 6 large-scale administrative reforms are reviewed, analyzed and summarized. What's more, it makes a rational evaluation on them via the qualitative analysis method.Part2 points out the existing problems in the county-level administrative reform like the inefficient transformation of the government' functions, the unreasonably-set administrative machinery and management mechanisms etc. It also analyses the causes of the problems from the angles of the government's functions, the traditional system and management mechanism.Part3 carries out a further discussion about the measures to promote China's county-level administration reform. According to the above problems and causes, the paper tries to seek the ways to promote the administration reform. That is, changing our way of thinking, adjusting the power structure, streamlining relations, transforming the government's functions, setting up institutions scientifically, broadening the channels of streaming staff, establishing and completing a scientific system, an enforcement mechanism in accordance with the law and a democratic supervision mechanism.This paper reflects the major innovation in the following three parts: first, it has made a good use of dynamic analysis, comparative analysis and quantitative analysis in the research, which is rare in academia. Second, it is a quite new idea to analyze the problems and causes in the county-level administrative reform through functions, system and mechanisms. Third, it is also of great academic significance to establish a China-oriented county-level administrative mechanism in the ways of a scientific decision-making mechanism, an execution mechanism in accordance with the law and a democratic supervision mechanism.
