A Research On Practice And Experience Of British Government's Performance Assessment

Government Performance Assessment reform is an international trend , the New Public Management movement in the Western countries represented by the United Kingdom, is in essence a movement of Administrative reform under the guidance of the performance evaluation and because of the uniqueness of basis British Administrative reform proves a special British characteristics. Research on the British Government Performance Evaluation practice and experience, summed up the main features of performance evaluation, and tap the underlying basis of the theory and system, which helps absorb and draw on the useful experience and practices, promote China's continuous improvement of the performance evaluation and development. This paper started by defining performance, performance assessment and evaluation. In clarifying these basic concepts, analyze the historical development process of the British Government Performance Evaluation .According to the difference of the assessment focus, the British Government Performance Assessment practice can be divided into efficiency superior and quality superior two stages. With the longitudinal analysis of the British Government performance assessment process, on the basis of practice, extracted the theory, the basis of values and political system used historical analysis method that decided whose occurrence and development. Further through construction of the performance evaluation ecological environment, system construction, and information processing capacity-building and through the attention and support of leadership policies, the strong cultural propaganda, nurturing civil society etc to advance the assessment of the performance of the Chinese Government, raise the government's level of performance.
