The Research On The Reform Of "Province Directly Governing County" System In S County Of Liaoning Province

Reform and opening up has been passed over thirty years, and remarkable achievement have been scored in Chinese Economy. But, this didn’t hide the problem that has exposed in high speed boom. For example, accompanied by reform of the economy system, in conjunction with administrative system reform have fallen behind, and to a certain degree, existing administrative system had developing into obstacles to economic development. And, it have becoming the target of bitter criticism by many economists.In China, the only target of various reform is to raise efficiency、promoting fair、 achieving the healthy and high-efficiency development of economy. Also, the final target about "province directly governing the county" is this. By transform of hierarchical levels to acquire the administrative system about more conducive to the development of the market economy. In China, the local government level is the "province-city-county-town" four level system. This system has been unable to meet the current needs of economic development. Increased the unnecessary administrative level make all kinds of administrative examination and approval to become the burden of administrative, and give rise to a waste of resources, detrimental to improve efficiency of administration. By changing the "Urban governing County" regime into "Province governing County" system, culminating in the formation of our country "Province-city/county-township" three-tier administrative level. And you can eliminate the problem about the level of excess and administrative in efficiency. Thereby, providing a more efficient administrative system for the county’s economic development.This paper is focus on the research on achievement and question posed by "Province governing county" in S county, Liaoning Province. And then the author analyzes the effectiveness and issues brought by "Province governing County" reform in S county. Simultaneously, analyses the part of the province about relevant experience in the "Province governing county", in order to provide a useful reference. Also the paper has researched on the administrative level in abroad, hoping to find the beneficial nutrients to fill the deficiency in the implementation of the "province governing county" in S county. This paper is divided into five chapters. The beginning of this thesis in the part of introduction, which mainly introduces the background, theory, research status about domestic and abroad and thesis’s mentality and main studying methods. The second part analyzes the theory of the "province governing county" reform. This part introduce systematically "Province governing County" concepts、theoretical background、the necessity and malpractice of "city governing county"、and feasibility of "Province governing County". Tell us why we must push on "Province governing County". The third Part has introduced the achievement and problem about "province governing county" in S county. The fourth part is a research on administrative level of domestic and abroad. This part has focus on the research on the achievement and experience of "province governing county" of the other province in domestic, and the administrative level, to find the relevant experience to draw. The last part is the suggestion and measure about "Province governing county" in S county.
