In recent years, the number of applicants for civil servants has been on the increase. Many outstanding talents with high academic qualifications entered the civil service group. But for a long time, the road for civil service promotion is narrow and the career development of civil servant was restricted by a single classification. The thought of "Official Standard" is popular. Promoting to a higher position becomes the only way for the majority of civil servants to achieve individual career development. With the "Civil Service Act" introduced, the Civil Service classification system has been innovated, as well as the promotion of civil servants has opened up a new path. While China has just started the civil service career development, the introduction of this concept will play a role in planning and integration of civil service organization. This paper attempts to introduce the career development concept into civil service promotions to improve the planning and order of it and widen the development road for civil servants.Chapter 1 is the introduction of this paper. It mainly introduced research background, the status quo, research methods, as well as the necessary elements to define. In the background of heat in application of the civil service and the "Civil Service Act" issued, the paper used the method of literature research, theoretical model and comparative analysis, studied the promotion of China's civil service management. Research from the status quo in China and abroad, while there are domestic and foreign academics in the civil service promotion and career planning, but the civil service promotion and career development of civil servants combined within the study is not sufficient. This part also defined in a basic element - the civil service classification management system and the two main elements - the civil service promotion and civil service career development. At the same time, it also made a brief introduction of the related policies and laws in order to have a largely integrated grasp.Chapter II analyses the status and recent problems of the civil service promotion system in China. Firstly, this chapter presents the status of the civil service promotion system. Then according to the practice and reality, we found China's civil service promotion system to identify the problems that exists.Chapter III analyses the great significance of China's civil service career development. Firstly, it concerns the necessity and feasibility of China's civil service career development. Secondly, it analyses the relationship between the civil service promotion and career development.Chapter IV analyses the development trend of the civil service promotion system in foreign countries on the basis of a comparative analysis concluded promotion system for civil servants out of the country to the development trend of China. So that will be a reference for the reform of the civil service promotion system in China.Chapter V is the focus of this paper. Through the introduction of career development concept, it is going to reform and improve our civil service promotion system. Firstly, using the same objective theory, organizational development of human resources and career development matching model it designs the civil service promotion development plan. Thirdly, the career development for the civil service is through the channel design, road widening civil service promotions. Finally, career civil servants at different stages of their promotion management.
