Service Of The Civil Service Capacity-building System And Mechanism

A service-oriented government is a new model of today's government. This kind of government is approved all over the world because it provides the high quality public product and service for the public and the entire society, fairly, transparently and efficiently. Among all the components of a service-oriented government is the ability development of civil servants, whose knowledge, moral level and administration level are crucial to the efficiency and achievement of the government. It is the premise and basis of such a government to quicken the ability development of civil servants. But because of the imperfect mechanism of personnel choice, there leaves a lot to desire in the ability development of civil servants, such as the inefficiency of knowledge, inadequate abilities to deal with emergencies, and lack of scientific disposition of these talents, all of which seriously influnces the fomation of a service-oriented government. We analyze the meaning of ability development of civil servants, combining with the requirements of service-oriented government. After a deep analysis of the reasons, learning from the foreign experience, we give a framework to build ability development system of civil servants in the aspects of the civil servant's ability evaluation index system , completion and innovation of the mechanism which includes hiring, management and firing.
