A Study On The Operation Mechanism And Performance Appraisal Of Emergency Management In Shaanxi Province

Since the beginning of the 21st century, with the rapid economic development of Shaanxi province's, the frequency of all kinds of emergencies has increased, which has caused serious losses to people's lives and properties. Therefore, it has become great reality and challenging to improve the Shaanxi provincial emergency management capacity. In accordance with the idea from expatiating theory, to analysing reality, to servicing practice, the combinative research methods of qualitative analysis and quantitative analysis are used in this paper to investigate the operation mechanism of emergency management, on the basis of the actual situation in Shaanxi Province, and on the basis of which and the actual practice of Shaanxi Province, constucting the system of Shaanxi province's emergency management, and proposing some important measures and proposals.Firstly, on the basis of the domestic and international documents on emergency management, the paper constructs a relatively complete theory system of emergency management. Secondly, in the comparative study of emergency management between home and abroad, this paper has the United States is chosen to be the compare objects, which is most similar to our country, to summed up the general rules of emergency managemen from the aspects of system organization, operating procedures, legal protection, and conclude the operation mechanism of Emergency management. Thirdly, from the point of view of operation mechanism of emergency management, the thesis analyses the main influencing factors and the interrelationship between those of emergency management, and use the ISM to construct the hierarchical structure model of the major impact factors of emergency management, and in accordance with which, construct the performance evaluation system of emergency management fitting for the situation of Shaanxi province. Fouthly, on the basis of the performance evaluation system, in the evaluation process, the method of DAA is chosen to establish mathematical models to give indicators weight, and the method of fuzzy comprehensive evaluation is used to make of a comprehensive evaluation and comprehensive analysis of the current situation of emergency management in Shaanxi province, and then conclude that completion of emergency rescue mission is general, support for rescue operations is better, and rehabilitation situation is better, and that the general level of emergency management is general. Finally, accordding to the results of analysis and evaluation, the thesis gives the countermeasures and suggestions for improving emergency management capacity of Shaanxi province, that is, strengthenning the emergency preparedness, establishing clear information transmission mechanism, andestablishing emergency multi-cooperation, and Strengthening emergency management system consruction.
