In these years, along with the process of China government innovation, each level of governments has given more attention to performance, and also they have carried through some practices on the base of learning the experience of other countries, meanwhile some evaluation organizations have been set up. As a whole, although unceasing advancement has already been made, there are also some problems, such as the limited scope of evaluation, the faultiness of evaluation system, the lag of organization management and lack of durative, which make the breakthrough of local government performance evaluation hard to be achieved. There is too much causation, including not only the problems of organization system itself but also the external environment of organization. Exterior environment directly determines and restricts the development of evaluation organization. Therefore, study the influences of external environment on the organization and optimizing the environment accordingly, will be benefit to radically resolve the problems faced by local government performance evaluation systems.This paper, first defines local government evaluation organization of China from the view of system science, analyzes the elements of external environment and the relationship between them. Then, basing on literatures and practice of government performance evaluation, selects some more important factors from the environment of government, public and experts, other evaluation organizations, politics, economy, social culture, law and technology, analyzes the influences on the organization, and also compares the different influences between inner organization and external organization in some factors. Finally, combined with the analysis above, brings forward some advice that how to optimize the external environment of organizations, looking forward to accelerate the development of China local government performance evaluation organization and its work.
