Research Of Reform Of Public Service Unit From The Angle Of Public Service

The public service unit was an organization that provide public service in the planned economy in our country. It has been in wide field that provide basic public products and public service for example culture filed ,education field,science and technology filed, public health field, foundation facilities field, social management field etc. It provide basic public service for social people, and is a tool that help the government realize and complete public policy, practice law, carry out mission. With the establishment of socialism marketed economy gradually and increasing demand for public products and public service, the public service unit do not adapt to new situation. According to the data, education and public health is the unsatisfied profession of the five kinds profession, which prove a fact that the public service units have to reform. Otherwise authority of CPC will be challenged, harmonious society will not be realized. This paper tries to find better ways to improve the capability which the public service units provide, and then construct service government from the angle of public service.The main research methods in this paper are as follows:Empiricism and analysis, Comparison and analysis, history and analysis and so on. With the help of these theories, such as New public management,Governance theory, I analyze the concept of"public good"and the realistic methods to realize. Review the reform of PSU in the past years and summarize the deficiency of it; analyze the actuality of PSU in respect of providing the public good at present and find the defect of the offering mechanism. Comparing the west similar units to learn the realistic experience. Discuss the district reform of PSU to conclude the advantages and disadvantages. In the end raising the realistic reform methods.The concept of"public good"is developing with the developing reality, meanwhile the manner of providing is diversifying with the development of government,society,market. The range of"public good" is from narrow to broad, which was supplied by from government to government,market,society etc. So reforming PSU is an urgent affair. It is maybe difficult project that requires many people research and practice. Making the responsibility of among government,market and society, and then improve the providing methods of public good.
