The administrative group-personality is the unique body and mind characteristic as a whole when administrators carry out official businesses in particular social and history circumstance. It is the Overall qualification which the administrators exists, and the administrator's essential characteristic which social morphology commands, meanwhile the administrative group-personality demonstrates the administrator group's value and the dignity. In some sense, the social morphology has the deep-seated influence to the formation and development of administrative group-personality. The influences include the followings: Social relation is the external environment of it, which the social system directly drives and the social attitudes offer the value-orient role for. So a particular social morphology asks the determined administrative group-personality that adapts with it. The administrative group-personality conflict refers to psychological and the behavior aspect contradiction or the chaotic condition of different administors based on different values arising out of the social transition which brings multiple elements of various social morphologies. It may divide into three kinds as the conflict of officials to rule, manage, or service; to attach superiors, attach organizations, or attach administors' own; to be moral-oriented, be performance-oriented, or be harmony-oriented. In essence, the administrative group-personality conflict is the unification and opposites between three types of administrative personality.We can find that the coexistment of multiple elements of various social morphologies in the social transition is the root of administrative group-personality conflict when we examine it from the aspect of social morphology. What kind of morphology the society is is determined by productivity level in it. And, nowadays, Chinese feature of late development is just the coexistment of various levels of productivity, which has been producing multiple elements of various social morphologies. It results in administration person cognitive position chaotic that distribution relationships, exchange relationships and service relationships coexist; different levels of Cognitive independent results from the coexistment of attachment superiors, attachment organizations and attachment administors' own; multiple social orientations ~ moral, performance, harmony- result in various administors' own to be expected. All these factors make the value and the dignity of administors to be no longer a whole, which brings the administrative group-personality conflict. Therefore, the adjusting of administrative personality must innovate in three aspects of social morphology: .Social relation, social system, and social attitudes.
