Administrative personality is the unique characteristics of civil servants which reflects the group values of the administrative systems during the administrative management activities. It is necessary to shape a service-oriented administrative personality because the social transformation and the concept of public service has been deeply rooted in the mind of Chinese people. However the changes of social elements during the transformation had brought some negative effects on personality forming, which developed into the personality conflicts between the ideal and the reality including the power-oriented with service-oriented, instrument-oriented with responsibility-oriented and dependence-oriented with independence-oriented. These three aspects of administrative personality conflict are interrelated and interacted. In essence, the administrative personality conflict is the conflict between the personal desire and the high value pursuit of the civil servants.We finally reveal the underlying reason of administrative personality conflict during our transformation period which is the variety and complexity of social elements. The negative effects on administrative personality performance through three levels:the overall value lost of the macro social level; the institutional changes of medium organizational level and the value deviation of the micro individual level. Obviously, the adjustment path of administrative personality conflict must resort to the above three aspects.
