In the history of development of public administration, the research of executivepersonality was in the weak links. In a fundamental sense, it is the personality ofadministrative ethics build theme. The carrier of administrative ethics carrier in reality is thereal individualf administrator. Individual must bear the corresponding responsibilities andobligations of administrative ethics. Improvement of administrative personality is a key factorto achieve the administrative ethics ultimate value objectives and make a good use ofadministrative system and administrative environment.Our government management model is in a critical period of changing administration ofmanagement to administration of services, The establishment of administrative personalitybeing consistent with China’s transition, which is not only the realistic choice inadministrative building but also is an important way of deepening administrative reformation.Alienation of administrative acts of the administrative staff is the main form ofadministrative alienation of character in transition of the society. There is a series of publicbehaviors to hinder the socialist service-oriented government’s building, including the chiefexecutive of the authority of the attachment and blind worship and the pursuit of individualself-interest with the public power. It generated in the transformation of China’s economicsystem and the reform of the political system, conflict and blend of Eastern and Westerncultures is also an important factor for administrative personality distortions in this period.We studied administrative staff based on administrative alienation of personalityperformance and its causes in China’s transformation. Our research about administrative staffwere based on the theory of Marxism about human comprehensive development and based onthe integrated use of Government Administration Science and theory of System philosophy.At the same time, we studied administrative staff in macro environment of China’s political,economic and cultural transformation. Fully draw on the theory of new public reasonablefactors, the establishment of administrative personality had critically absorbed the beneficialingredients of the culture of ancient China benevolent and the successful experience ofWestern countries to foster executives. From the three aspects of the administrative culture,administrative system, the administrative awareness, we will discuss the effective way ofbuilding the ideal executive personality during the transition period.
