Whit advancing of administration management system reformation, ameliorating the mode of government management and improving management level are exigent.,Government Performance Measurement will become a hot issue in our government administration reformation.Basing on using triumphant experience of representative cases in and out our country for reference,this text has researched on HePing District Measurement system combining with Actual situation of He Ping District,by using pubilc adminnistration theory and government performance theory. Frist,the author clears and definites the measurement-value-orientation of establishing high effifiency and probity government , and introduces 360degrees measurement method, forms Multivariant evaluation principal structure of He Ping District. Then,designs a index system and a grade mode by using AHP, which is made up of 7 One-level indexs and 32 Two-level indexs system,and establishs a perfect feedback and application mechanismof result in all orientation, Consequently, forms a new system of performance measurement, which is applied in the practice of 2006 He Ping District Government Performance Measuremen, and validates the science, feasibility and validity of new system. Based on these, this text puts forward the suggestion on strengthening environmental construction of He Ping District Government Performance Measurement, by changing government function, enhancing system construction, fostering performance culture and promoting communion.The research of this text could provids direction on theory and reference in appling, for reformation of He Ping District administration management system and construction of Government Performance Measurement system.
