During the anti-Japanese War and Liberation War, the Communist Party of China established a series of broad rural bases, strongly destroying the feudal power. At last, the democratic power is established. Through democratic elections, the Party formed a power represents villagers' interest and of course end the control of local tyrants and old noblemen. Refers to the masses, they have changed their attitude from suspected indifference to active participation. In order to effectively mobilize the masses to take part in the revolution, the Party also broadly established political organizations and new style organizations formed by the masses. By this way, the Communist Party of China not only realize connection between the masses and the higher authorities, but also cast off the situation of "local control regime", complete the mobilization of the masses and bring the rural under control.In this paper, I will briefly describe the process,style,method and significance of the reform of Shandong War Base during anti-Japanese War and Liberation War, and reappear the contents of the transformation (transformation of the rural leaders, transformation of the rural organizations and transformation of the rural finance). In this way, the Communist Party of China establish the power formed by the masses mainly composed by middle-class farmers, and destroy the old rural power system. The massive situation of finance is changed, activeness of villagers is mobilized and war materials are prepared. The new rural regime makes good contribution to the anti-Japanese War and Liberation War.In this paper, I will also pay much attention to the reflection by the masses on the reform of rural regime, as well as the mobilization and reform of the masses. Through "the Dongxue Movement" the Communist Party of China, in some extents, change the idea of the masses. Various organizations also remove their traditional and conservative thoughts. As that, the modern political ideas are spread and plant in their heart. Significantly, the villagers show enthusiasm in taking part in the political activities.In this paper, I will also research on the relation between rural regime and livelihood. Reducing the rents and rates remove the feudal soil-system, and weaken the power of local tyrants and old noblemen. That makes modern political system more easily applied. Production Movements not only support the Wars, but also facilitate the power of the Communist Party of China in rural society. Soil-reforming Movement wipes out the landlord classes. Livelihood is an important aspect, those who solve the livelihood problem will be supported and loved by farmers. The Communist Party of China realizes their control on the farmers.In a word, the transformation by the Communist Party of China on the rural regime not only support the War, but also stand its political authority and mobilize the masses, destroying feudal authority and controlling rural resources.
