In the late-1970s started the family planning policy which implemented, specially in the urban only child policy, China effectively was suppressing the population growth, the fertility rate maintained drop continually, which have also accelerated the aging of population. Guiyang, as the western backward capital city, the aging of population's degree, although slowly in national level, but the recent years aging of population's speed was speeding up gradually. Under the background, problems of the daily lives of the elderly, medical treatment and spiritual comfort have becoming more and more serious in the city. More and more scholars begin to consider the urgency of pension problem and dispute options of the pattern of aged support.This article rests on theory of need hierarchy and the welfare pluralism theory, through several kind of the pattern of aged support analysis, points out that the family support and the organization support have the respective malpractice, cannot solve the urban retirement problem, the patter of community-based housing support is a good way of elderly-care suitable for the ageing population in the city now. Through summarizing three community of sample investigation's result in the Southern Ming area, this article analyzes basic conditions of the old and service needs of community-based housing support of the old, finds the question of the present patter of community-based housing support service, therefore communities, governments and the social all should act together, we must take full use existing resource to establish a comprehensive community service system for the elderly, and taking their needs into account, establish the multi-level service network of community-based housing support.
