The Analysis Of The Influence And Development Of E-Government In Guangdong Province

First, this study used institutional theory to examine the field formation of development of e-government in Guangdong province's, by analyze the critical events and activities that lead to the birth of Guangdong province's e-government, and assesses the progress of the establishment of its regulative and normative institutional systems. Second, we also used Delphi method to fined the influence of the development of e-government in Guangdong province's, and collected data by questionnaire survey.The results indicate that the development of e-government in Guangdong had included three stages which are platform construction, primary application and abroad application. Regulative, normative, and cognitive pillars have different impact among those stages evolution. During stage one and two, the main tasks were constructed normative pillar, and in stage three were constructed regulative pillar, also the cognitive pillar emerged in this stage. Moreover, the participant have different roles and effect among those three stages, but the government is always the most important one.In addition, from Delphi method, we know the influence of the development of e-government in Guangdong province's, that are the main power of e-government,the main obstruction of e-government,the benefit of e-government and the worry of e-government. Therefore, to develop e-government, we should strengthen the power, publicize the benefit, overcome obstruction and remove worry.
