With the high-speed development of the information technology and Internet, the E-commerce gradually penetrates into every aspect of economy and society, and progressively forms the network-production, network-operation and network-consumption. Meanwhile, our military intensify the logistics reform which center on the informationization and socialization. In 2005, the military logistics management department started to purchase materials through the E-commerce. After several years' development, there are still many problems in the management and the application in the military logistics E-commerce, although this E-commerce has made good economic benefits for the military. In addition to, the military logistics E-commerce is different from the enterprise electronic commerce. There haven't been mature e-commerce cases that can be used as reference at home and abroad yet. And the related theoretical research is still in its infancy. Therefore, taking the military logistics as the object of study, this paper researches the development and strategy of E-commerce in the military logistics.In the first place, this paper summarizes the elementary theory of E-commerce, the connotation and the characteristic of military logistics E-commerce and the motivation of military logistics E-commerce; in the second place, it comprehensively analysis the environment and existing problems of military logistics E-commerce movement, it introduces the primary service, architecture, major function and available achievements of the army's materials-acquisition network. With reference to the successful experiences of E-commerce and the study in military logistics E-commerce development condition, this paper puts forward the theory about military logistics E-commerce development strategy. This strategy includes: making military logistics E-commerce development program; promoting military logistics structure transformation and business process reengineering; Improving the on-line bidding and purchasing operations; developing E-commerce application; strengthening the management of suppliers; achieving the sharing of purchasing resources between the department of army and the government, and establishing the mechanism of E-commerce personnel training and exchange. This article pointed out emphatically that military logistics E-commerce is not just the informationization of traditional military logistics operation, but the re-building of traditional military logistics using the information technology. The re-building taking advantage of the modern business management thought, especially establishing the networked organizational structures which are suit for the development for E-commerce; besides, the re-building optimizing military logistics business process and developing relationship with supplier. The innovations of this paper are as follows: Firstly, this paper proposes a military logistic organizational pattern based on task, in view of the problems of the military logistics pyramid-typed organization structure and the theory of networked organization; Secondly, this paper proposes that military logistics should not only improve on-line purchasing of materials, but also develop the E-commerce application, and carry out electronic auction and coordinative business, aiming at the presently single application at military logistics E-commerce; Thirdly, to maximize the sharing of government procurement resources, to yield twice the result with half the effort.
