An Analysis On Marketalization Of Public Service Provided By Local Government

With the transform of economy system from planned economy to market economy, the functions of governments at all levels in China should be adjusted accordingly. Currently, market economy and the function transform of governments have been the core subjects of Public Administration as well as the social common concerns in China. After China's entry into the WTO in 2001, the Chinese scholars have mainly researched the marketalization of public service on following points: the backgroud, current position, problems, challenges, countermeasures as well as reform directions of the transform of public service provided by governments. However, under the backgroud of globalization, the marketalization of public service provided by local government has rarely been mentioned. Some scholars have probed into the inevitability and possibility of the marketalization of public service from the viewpoint of the field survey of western developed countries rather than the practical operation mechanism of the marketalization of public service. This thesis aims at the analysis of the process of the marketalization of public service provided by local government, the theoretical study on the connotation of the marketalization of public service provided by local government and the best measures of the introduction of competition mechanism into the public service and public administration.Guided by the principle of universality and with reference to the successful experiences in the marketalization of public service in developed countries, this thesis uses the methods of theoretical study and comparison study to analyse the the practical operation mechanism of the marketalization of public service.Based on the comprehensive analysis of current position of the marketalization of public service provided by local government, this thesis explores the problems of current system and their causes, constructs the system and operation mechanism of the marketalization of public service provided by local government, which can meet the market as well as the local requirements and have the pratical feasibility, and presents the countermeasures that can accelerate the transform of government functions, use the social resources and normalize the effects of laws and rules.
