Currently, encircle Thoroughly Applying the Scientific Outlook on Development, more and more highly attention have been paid by all levels of government on advancing their self-construction and upgrading the force of execution. As one of the important part of Chinese government, the departments of Reeducation-Through-Labor should make improvement on training aspect based on force of execution if it has the willing to have a great advance within current Mechanism and system frame. But since there are some problems in training, like weakness of pertinence and practicability, low enthusiasm in participants of training, the force of execution has been badly affected by these factors. Therefore, it has becomes a important topic of government and academe on how to adapt the knowledge, quality and capacity of the civil servant with the requirement of times, making great improvement on execution force of government and efficiency of departments, which need to be deeply investigated.So just based on this purpose, within this thesis there has a introduction and analysis on training system of departments of Reeducation-Through-Labor of Hubei province, also, based on these analysis and the instruction of theory of execution force and training for civil servant, combined with the practice from departments in Reeducation-Through-Labor of Hubei province, we provide a construction of training system for civil servant, designs a set of model which should be more practical for civil servant training, so that there is the possibility of solving the practical problem which existed in the training to civil servant within the departments of Reeducation-Through-Labor. Meanwhile, as providing a reference model to help in setting up training mode to civil servant basing on the force of execution, we hope it can be used as reference for further optimization within civil servant training task.This thesis is composed by six sections. The first section is the introduction; the second section is the summary of training system of civil servant; the third section contains a research together with a sum on the theory of execution force; the fourth section gives an analysis to the current situation of training to Civil Servant in departments of Reeducation-Through-Labor of Hubei province; the fifth section gives a introduction of the construction and design to the training system for civil servant in departments of Reeducation-Through-Labor of Hubei province which is based on the force of execution, the final part has a brief appraisement with the new system on advantage and difficulties in fulfillment.
