Along with the development of society, social organizations are facing various of crisis events, and due to its special function,policeOrganization have to stand in front of various public relations crisis . In recent years, police organization and policemen individuals are meeting more and more crisis events(some of them are Caused during law enforcement),all these events put the police to the opinion centre of media and Public.In Information society, the network's quick delopment and popularization makes itself a main channel for people obtaining information,expressing opinions and airing grievance, networks negative opinions and rumors easily turn police crisis events into network crisis,then cause new problem and conflict or even it becomes new crisis.So far, china and foreign police have little researches towards how to deal with public relations crisis on network, domestic researches on police public relations is just in beginning, the next chapter I will analize the police crisis management based on management science and public relations Science, also associating with the practice of the police daily job, following the idea of a service-oriented government, then gradually obtain a crisis awareness of a police, avoiding the happening of police crisis events in advance.By analizing and researching of police crisis management and media,especially network media or network crisis spreading, study the relationship between police crisis management and network crisis management, bring forward a policy about how to deal with police crisis on network:setting up a police crisis management mechanism based on Network, handling police crisis positively,and then constructing a harmonious relationship between police and public.Police crisis management is a public relation strategy, when the police organization face a serious police-realated crisis which affect a normal law enforcement, the police organization have to take steps to control this crisis's spreading and reduce it's negative effection,then maintain a good visualization of the police.From outside of the police organization, first it faces a great pressure that cause the publics distrust and condemn the police; second,surroundings of the police's administration and law enforcement are not in good condition. from inside of the police organization, first, some of police organizations are wrong oriented and not scientific,our primary-level police organizations take a lot of activities that not belong to police;second, inside the police organization,the mechanism of police appliance is unscientific and unfunctional; third, some policemen are individually unqualified,they deny of justice during law enforcement,do harm to the publics'benefit and they are not under any supervision from outside.Police organization becomes the focus of media and public due to its Special function. As a new public media, network has the same property of double-edged sword as ordinary media, and it has brand new pecification of information society, such like interactivity,magnanimity,ontime,multimedia,easilyfoundetc.Especially, noticing that the police are not in good position in front of network opinions,recently,network opinions present out more and more negative comments on police, the anonymity and interactivity of network Makes many people transfering their dissatisfaction and grievance toward the society to attacking the police organization on network. If no proper action being taken, it will cause easily a network crisis, seriously damage the image of police organization. So, more communication with news media,network media, conducting Network opinions,controlling network rumor, taking control the trend of network, become an impotant aspect of police crisis management.First of all, handling properly the network media while police crisis Presence, through my study on traditional media I will give out 3 handling policies, one is"all medias are equal",two is"conduct and orient the media"Three is taking advantage of the media.Secondly, conducting the network opinions, recently,the environment of network opinions in our country is changing in depth, networks'focusing and manefying bring out outstanding challenage and crisis to our propaganda and public opinion conduction work, to some extent,we can say that crisis is opinion crisis,to win the opinion crisis is the important aspect toward solving the crisis.Properly conducting the network poinion is the key to solving police crisis, in time and true information is a must for conducting network opinion, network address is the position of network opinion conducting,Opening and interactive comment is the key of network opinion conducting,standardization,mechanism and normalization are guarantee of network opinion conducting.Thirdly, to control the network rumors, need to do the following 4 tasks: make public the information in time and truelly, answer the information completely and transparently,conduct the job in time, carry out law punishment to those who make and spread rumors.So far, the police organization has the following problems when Handling crisis events: first, lack of crisis ideas in normal time, lack of general knowledge in front of crisis, looks like thinking much of crisis, actually believes luck; second, already made plan for handing crisis, but never rehearse it, while crisis coming,try to hide it; third,there is a co-ordinating body, but no integrated agency; fourth,lack of basic mechanism,especially lack of information platform. So, the police organization should learn more about themselves, training them the awareness of crisis, learn from traditional media The handling skill, study the police organization crisis management Towards how to handle network media, set up a police crisis handling Mechanism based on network platform, avoid or resolve the crisis,And then build a harmonious relationship between police and citizens, serve the citizens better.The police crisis management that my paper present is based on network media platform, consist of precaution system, organization reaction system,feedback and reparing system, it will have functions of automatical recognization, pre-crisis-plan starting and improving organization's management.
