Since the reform and opening up, China's rapid economic development lasting for nearly 30 years has aroused all-round changes in economic, political, social areas. It has been an arduous and urgent issue for China's governments at all levels how to adjust management style and the transformation of functions to adapt to the new environment and challenges, to promote the transformation and the building of a harmonious society more effectively and to guarantee a healthy, sustained, coordinated development from their own perspective.In November 2003, "government transformation "was focused on at the International Conference of Building a Public Service-type Government - Reform of Chinese Government during the period of transformation, held by China (Hainan) Reform Development Institute. Since then, government transition and public service government has entered the perspectives of community concerns and research. In the view of changes in the structure of financial expenditure, it is undoubtedly of important practical significance for this paper to do empirical research in transition on how to promote the transition of the Chinese government, based on the institution-building of public services.In the introductory part, this paper introduces the background and significance of topics, literature reviews, research methods, and basic framework. Government transformation is the transition of governance pattern, which mainly refers to the transition of government's management philosophy, functional structure, work focus, the ways of behavior. Government transformation is different from the general transformation of government functions and the reform of government institutions. In fact, the Third Plenum of the 11th CPC Central Committee made it clear that the focus of the government work should be shifted from class struggle to economic-centered construction and the socialist market economy gradually should replace the planned economy, our government has gradually transformed from "political "control to the "economic construction". However, with domestic and foreign environmental factors change and the gradual improvement of the market economy, China's economic and social environment has undergone tremendous changes, and the government needs further transformation from "economic development" to "public service".The second part of this paper is the theoretical analysis of the relationship between government and the public service. The so-called public service-oriented government is the people-oriented service concept for the foundation, under the guidance of the concept of scientific development, adhere to a comprehensive economic and social development, science and define the role of the government to transform government functions to public service-oriented and specific institutional arrangements In order to protect the market, citizens and other social organizations to provide effective services, and promote the harmonious development of society government. Building a public service-oriented government is the inherent requirement to develop the socialist market economy, the inevitable demand to make up for market imperfections and to build a socialist harmonious society, and the objective needs of participation in the global economic competition. Public service-oriented government has the characteristics of finiteness, restriction, transparency, efficiency. In the market economy, the public service-oriented government in charge of economic regulation, market supervision, and other functions, pay more attention to social management and public service functions. The public service functions of the government structure led to public services , providing the public with basic equality of public products and services. Therefore, since the reform and opening up, this paper will set China's financial expenditure as the target for the fiscal expenditure of public process to grasp the extent of the government restructuring efforts and direction.For the third part ,the statistical analysis of trends and changes in the structure of fiscal expenditure over the years shows that economic construction proportion of the total fiscal expenditure has been gradually declining, and the direct intervention of economic development gradually reduced; the spending of science, education, culture, health increased, and more attention is given disadvantaged groups. We can see from this, one marked characteristic of fiscal expenditure change is that public service expenditure exceeds economic construction spending ,a reflection of the trend of China's financial expenditure and the public nature of our government gradually shifting to public service-oriented government. However, in the process of transition to the public service-oriented government, because of the government's right to love and the yearning of the new powers, as well as the absence of constraints on the government, a financial "offside", "Absence" phenomenon. There still exists some problems the structure of fiscal expenditure that constraints China's reform process, not propitious for the transformation of public service-oriented government.The fourth part is the analysis of the preceding parts. with the basic analytical framework of public service-type government, this paper puts forward measures of perfecting sound financial system, optimizing the structure of financial expenditure and proceeding government transformation .On the base of improving the system construction of financial allocations, establishing and improving the fiscal transfer payment system , the laws and regulations supporting legal regulations and systems and adjusting the subsidy system and gradually establishing and perfect the management and tax-related expenses, and other relevant laws and regulations related to financial expenditure on the basis of the system, we should optimize the structure of financial expenditure and proceed with government transformation.
