In recent years,the phenomenon of the lost of the grassroots lever public departments' servants has become more serious,which challenges greatly on the grassroots level public departments' enhancing of ruling ability and the improving of administrative efficiency.This article offers the countermeasures of controlling the lost of the grassroots lever public departments' servants by studying the Public Servants' lost in Beijing certain District Commission for Discipline Inspection,in the hope of offering helps to the similar problems.This article detailedly analyzed the status of the organization as well as the status of human source management in organization in Commission for Discipline Inspection mentioned above,by the questionnaire to the public servants in this commission,using the methods of analyzing cases and stats,finding the key point that results in the abundant lost of the public servants through external environment elements,internal organization elements and individual elements.In the base of absorbing the modes of the lost of human source and the theories of stimulating mechanism abroad, and combining our country's grassroots' situations,â… bringing up the countermeasures of holding public servants.First of all,attach importance to the strategy of human source development,emphases on the recruiting, promoting,astimulating and the practice of public servants' hiring mechanism;Secondly,human source lost management systems should be built,and by mastering the rules of the behaviors of the human source,"key human source reserve" should be built and the reasons of human source lost should be dialectically analyzed;Finally,culture and mental lever professional moral construction and culture environment should be elaborated.Even though there are limitations in the analysis of the several variable elements of public servants lost as well as in the countermeasures, there are also prevalent meanings to the preventing of the lost of the grassroots public servants.
