At this critical stage of building a moderately prosperous society in all respects,to practically shift government functions,to transform the mode of economic development and to innovate the way of social management are crucial for China,to which the optimization of government' s organizational efficiency is of great importance.In recent years,the nation has organized civil servant recruitment annually to augment civil servant group.But at the same time,the turnover rate of grass-roots civil servants,especially of those in less developed areas,is still relatively high,which has a direct impact on the organizational efficiency in grass-roots government.Through theoretical and empirical research,this paper analyzes the features as well as the contributory factors of the outflow of newly recruited civil servants in L county.Based on the results of the study,this paper puts forward suggestions for local government to retain talents,to promote stable development of new civil servants,and to strengthen the construction of civil servant group.This paper mainly deals with the outflow of newly recruited civil servants in L county.Through statistical analysis of personnel data,this paper analyzes the features of outflow of newly recruited civil servants.Meanwhile,with more attention to exploring personal factors,this paper adopts 5-point Likert scale to conduct a questionnaire survey on the outflow of civil servants,which is distinct from traditional qualitative analysis,so as to make a more objective and detailed research on the contributory factors of the outflow of newly recruited civil servants through empirical research.The findings of the study on the turnover rate are summarized as follows:newly recruited civil servants aged 25-29 have the highest turnover rate;the turnover rate of male civil servants is larger than that of female civil servants;the turnover rate of non-local civil servants is larger that of the local;the turnover rate of highly educated civil servants is larger than that of less educated ones;the total turnover rate of civil servants in institutions directly under the county government and township institutions is relatively high,while it is rather low in township committee and government sectors because of the term of service;the main destinations of outflow civil servants are economically developed areas or native place;and what affect the stability of civil servants includes salary and welfare,working stress,appraisal and promotion mechanism,and other attraction from outside,etc.According to the analysis of the current situation and the results of questionnaire,this paper puts forward some countermeasures and suggestions,such as optimizing recruitment system,improving welfare as well as working and living environment,upgrading training incentive and restraint mechanism,exchange and selection mechanism,etc.
