With the constant conversion of functions of the government and deepening of administrative reform, the public security organs, however, initiates its performance appraisal as an important component in public security administration just recently. There are still many problems in performance appraisal of the public security administration. Therefore, it's meaningful and necessary to enhance the level of public security administration.The civil service laws and regulations system has been built up gradually, the appraisal system has improved as well by the promulgation and implementation of "civil service Law" and "civil service evaluation provision (trial Implementation)" .This essay combined the nature of modern public security organs with its characteristics and job content, introduces the theory of performance appraisal as an entry point, analyzes the shortcomings and major issues on the performance appraisal system in SN Public Security Bureau based on its existing performance appraisal system. Due to the problems in the performance evaluation, the author put forward suggestions and countermeasures for the local conditions specifically, by the theory of human resources management in public sector in order to build a harmonious public security performance evaluation, discard the traditional personnel administration and establish a scientific start in human resource management. This article also focus on how to improve the examination methods, the establishment of job description, the responsibility of key performance indicators, enhancement of performance evaluation in communication and the feedback loops. Meanwhile, it's essential to ensure it appropriate with the actual police duty for improving and perfecting the entire security performance evaluation system.This article can be divided into four parts:The 1st part explains research background, its significance, status quo, purpose of this paper, methods and relevant innovations.The 2nd part summarizes public sector performance appraisal, highlights existing theoretical support and relevant assessment methods of public sector performance assessment, and its current situation. The 3rd part focus on the basic information and status of performance assessment in SN Public Security Bureau of SK city, introduce its History and the performance assessment system, and find the existing problems in performance assessment, analyze the relation between the construction of harmonious society and the public security organ performance assessment.The 4th part illustrates innovation and improvement of public security organ performance assessment, targeted performance appraisal system problems in SN Public Security Bureau, use related assessment theory and reality to proposed solutions and improvement measures to promote the perfection of its performance assessment system.Epilogue.
