The Letters And Visits Under The Social Conflicts In The Period Of The Social Transformation Of China

At present, China is in a critical period of the social transformation. The social transformation, which is the whole or structure alteration of the society, is the profound change of the whole social structure based on the economic transformation. The social transformation breaks the original state of relative balance, makes the contradictions which had been exist or was not sharp more serious, and results in the appearance of the social conflicts. The social transformation is the basis of the social conflicts. The social transformation, which is the social basis of the conflicts, is the complicated process solving social conflicts and generating new social conflicts.Petition is the short of the letters and visits from people, an important channel of the political participation for the chinese citizens, and also the concrete form to realize and safeguard the citizen rights. In the period of current transition, the petition is in fact charged with the function of resolving social conflicts, is the main channels to release the social conflicts, and especially is the important way of reflecting and solving problems for the vulnerable groups of farmers in our society. At the same time, as a product of history, the petition itself is also faced with multiple difficulties during the course of solving social conflicts.From the social backgrounds during the period of the social transformation and from the relationship between the social transformation and the social conflicts, the author analyses the problems on the letters and visits from people under the social conflicts, including the realistic basis, the difficulties and the way of the letters and visits from people, and so on. This paper will focus on the peasant petitioning problem of the vulnerable social groups and mainly research on how to solve the problem of the peasants'letters and visits by analyzing the reasons and characteristics of the peasants'letters and visits.In this paper, author regards the sociological theories of conflict as a theoretical analysis paradigm, and drawing some researches on the letters and visits from people at home and abroad .The purpose of this paper is to promote the building of the harmonious socialist society by researching the peasants'letters and visits.
