A Study On Army's Harmonious Construction In New Period Based On System Evaluation Technology

In the new historical period, with sustainable development of Chinese characteristics socialism and the arrival of the new wave of military in the world, it provides a new opportunity for the construction of Chinese People's Liberation Army, while it also issued a grim challenge. How to achieve fast development for People's Liberation Army troops in social transformation period, so that it can play defense and the building of the functions of local support continuous and effectively, is an urgent and important system engineering. This paper gives a useful study about it.This paper studies the new features of harmonious construction for PLA grass-roots troops in the new era from the basic concept of harmonious development in the new era, from systems engineering theory and evaluation methods, techniques and from the tasks and structural characteristics of PLA. Then this paper gives comprehensive evaluation index system of harmonious construction for the People's Liberation Army troops in the new era.This article adopts overall analysis and the deep research with the object of the harmonious construction of the army in new period, according to determining the nature in its course of appraisal more than the quantitative characteristic, discussion and comparison of various appraisal methods, chosen the suitable this article studying finally, fuse the multi-objective decision making AHP Fuzzy comprehensive appraisalmethod. And carries on the real diagnosis examination with this systems assessment technology, has confirmed the method feasibility and the result rationality initially. Thus realized has constructed relatively objective and the comprehensive appraisal to the new time harmonious army, constructed the instruction for the new time harmonious army to explore the feasible way and provide the science basis.
