The assessment of the town public official is a very important element of service management. It is extremely important for establishing a clean and efficient township civil servants. As a large group of Chinese society, farmers accounted for about 80% of China's total population . For farmers, the country is a political concept, very distant, namely the people often said central government powerless in local , but the township civil servants faces the people directly, the township civil service should serve the people wholeheartedly, which often concern the status and image of the government,even affect the construction of the entire civil service. Farmers understand the country through town public official.The establishment of a clean,fair, and efficient town public official is helpful to improve the government's prestige among the masses, and enhance the people's trust in the government.The establishment of outstanding villages and towns official troop's is indispensable to the assessment of the town public official. The establishment of an institutionalized, standardized and scientific township civil service assessment system, to play the usefulness of the assessment ,carrying on the restraint, the guidance to its behavior through assessment index, so that the conduct of township civil servants towards more scientific track, to meet the needs of the township people and improve government management, and enhance the performance of township government,which is particularly important. The assessment of the town public official will provide the necessary flexibility and capability to allow the township civil service to respond quickly to community needs; to provide a more motivating and positive work environment; and to further a performance-based, service-oriented management culture.Therefore, according to the particular characteristics of the township civil servants, the study on the assessment of the town public official mechanism, combing of modern human resources management experience, has great significance both in theory and in practice.This paper discusses the significance of township civil service performance assessment, the problems in the assessment system,furthermore willing to suggest some solutions for the above problem.The paper consists of 3 parts, each part of contents are as follows:The first part clarifies several conceptions, such as civil servant,township civil service,the assessment of the town public official,and discusses the significance of the assessment of the Town Public Official,which have built the theory base for the text. The third part objectively summarizes and analyzes the current assessment of the town public official mechanism,systematically analyzing the existent problems, shortages and reasons.The existing problems are mainly as follows: Lack of scientific assessment methods, tend to the annual assessment; The results of the assessment of the town public official lack of openness and to encourage; The content of assessment was not specific enough, Indicator System of the assessment of the town public official unmatched the purposes of performance appraisal; The procedure of assessment of the Town Public Official is not standard.The cause of the problems in application of assessment of the town public official 1,In ideology and culture 1),the thought of "valuing official titles", under the thought of "valuing official titles",Township government departments embarks from their units and departments even their own benefit, attaches great importance to face-saving, guarantees the seat, struggle honor deliberately, but neglects collective, national and the overall situation benefit,even not hesitate to swindle individual honor and position to make a false report, to use deception, damage their own image to live up to the expectations of the people ,affect the authenticity of the assessment.2),Appoints people by favoritism—"the relations theory",Appoints people by favoritism—"the relations theory"is long-standing in our country,Performance assessment is mainly based on leader's likes and dislikes or relations with the leaders 3),The concept of assessment is too weak,some towns government's leadership, have unsufficient understanding of the concept of assessment or oncept of assessment is extremely weak,they does not adhere to the standard of assessment or the principle of assessment4),The Doctrine of the Mean Thought, This Culture is passed on to the assessment of the Town Public Official,only make concessions to avoid trouble, the person who is Responsible for examination is glad to make"the good person".2,the causes of System and legal 3,complexity of the assessment of the Town Public Official itself. 1 ),the diversification of their objectives can not be specifically quantified 2),Their performance is too complex to accurately quantifyThe third part put forward specific measures on how to resolve the issue of the assessment of the town public official and the establishment of an effective evaluation system for civil servants .The first ,establishes the idea of assessment of the town public official :the idea of openness, impartiality and fairness,the concept of seeking truth from fact and act in strict accordance with the law, the concept of"Moral for the first", the concept of scientific and function. The general idea to improve the assessment of the Town Public Official system is: people-oriented, changes the concept of assessment, follow people management, the democracy of openness and enhanced incentives, to realize the scientific and modernization in assessment gradually.Optimize the assessment of the town public official methods, clear specific requirements of normal assessment and strive to seek simple, further clarify the relationship between the normal assessment and annual assessment. Strengthen the quantitative assessment ,carry out objective assessment, implement of 360-degree assessment and rational use of the township civil service performance assessment results.Assessment contents should be further refined to become quantifiable indicators. while the contents of the assessment of the town public official focused on a comprehensive assessment, the focus should be emphasized. Clear assessment criteria and sound system of personal responsibility, the assessment work and the system of personal responsibility should be combined. When we determine township civil service performance standards, we can learn from enterprises performance appraisal. Their work is not the same in different positions of the civil servants, assessment standards should reflect the characteristics of different positionsImprove the regulations of the assessment of the town public official, strengthen supervision of the assessment of the town public official to ensure that examination results is fair, just.
