The Thesis On Consummation Of Citizen Participation Mechanism In Government Performance Evaluation

The Government Performance Evaluation is a vital aspect of government administration. The Government Performance Evaluation is not only a thing belonging to the government and doing by itself but also need the active participation of the citizen. Citizen participation of Government Performance Evaluation is a "from bottom to top" evaluation mechanism with focus on service concept and citizen participation be differ from conditional "from top to bottom" manner. The Government Performance Evaluation needs the development and consummation of citizen participation mechanism. This article will study at domestic and foreign government performance evaluation of citizen participation on the basis of the theory, in using of a comprehensive analysis of political science, management, public administration, psychology, etc. Through theoretical research and case analysis, pointing out that there are three inadequate aspects in evaluation process of government, participation mechanisms and citizen. In the method of improving the quality of citizen and consummating citizen participation mechanisms and so on to improve the status of citizen participation and the level of citizen participation to achieve the level of government performance improve and promote social democracy and progress.The article is composed of introduction, main body and epilogue.The introduction tells us about research background and meaning and analyzes the research status of domestic and foreign countries and points out the innovation contents and research manners of this article.The main body includes four parts. The first part views the basic meanings and definitions of performance, performance evaluation and citizen participation in this article and interprets the citizen participation theory in the government performance evaluation. The second part analyzes the real status of domestic and foreign citizen participation of government performance evaluation and finds the differences and reasons of it by contrast with the relevant cases. The third part analyzes the difficulties in the process of citizen participation of government performance evaluation according to the cases in the second part and real status of China. Combining with domestic and foreign cases, the forth part analyzes the approaches and measures to consummate citizen participation mechanisms of government performance evaluation from two faces of government and citizen.Epilogue tells us that establishing and consummation citizen participation mechanisms of government performance evaluation will accelerate the good operation and development of our government performance evaluation.
