This research discussed the structure of judges' competency and its related focators in China, using positive method of psychology. Especially, based on literature studying, interview and open-questionnaires, we collected scale items which formed the initial scale. We revised the scale through pretest and item analysis, and finally got the formal scale. After giving out questionnaires, we got a four-factor structure of judges' competency by EFA and we tested the structure by CFA. We also discussed the relationship between judges' competency and related variables. At last, the influence of demographics was tested on the four factors. The results are as follows:1. Judges' competency in China is made up of four factors: professional morality, working style, judicial ability and the consciousness of harmony. The reliability and validity of the scale were high enough. The statisitic test result showed that there was not significant common method bias in the measurement.2. Judges' competency has a positive influence on job satisfaction, emotional exhaustion, terminated rate and the rate of remand for new trial, while doesn't have a positive influence on turnover intention.3. Ideal commitment has moderate effect on judges' competency and job satisfaction/turnover intention. Work values has partial mediate effect on judges' competency and job satisfaction while doesn't have mediate effect on judges' competency and turnover intention.4. There are significant differences on the four factors of judges' competency among ages, education, position and grades.
