With the reform of our government's administration and the construction of service-oriented government,civil servants play multiple roles in their work and are subjected to public supervision.As a result,their working pressure multiplies and the intensity of emotional labor increases.Grass-roots public servants are in the front line of community and rural work,facing the vast majority of the public.Their working content is diverse and complex,and they are more likely to form a deviation between their own emotion and their due emotion.These will not only cause a decline in job satisfaction of public servants,affect the efficiency and quality of public management and service,but also destroy the stability of the whole civil service team,and affect the healthy development of civil servants under the new situation.Therefore,this paper mainly focuses on the internal organization to study whether the turnover intention of individuals in the grass-roots civil servants is related to the emotional labor and what specific links exist between them.In order to prove the relationship between the emotional labor and turnover intention in grass-roots public servants,this paper first reviews the literature on the two concepts at home and abroad.Based on the research results of their relationship in related fields,this paper takes some grass-roots civil servants in Xuzhou as the research object and constructs a regression model with job satisfaction as the mediating variable and puts forward four research hypotheses in the framework of the model.Then,this paper makes an empirical research of the data according to the relevant theoretical basis and the mature scale,and tests the result through SPSS,AMOS and other data analysis software.The results show that the emotional labor exerts a significant influence on the job satisfaction and turnover intention among grass-roots civil servants,and the job satisfaction will not only weaken the intensity of turnover intention but also has some mediating effects on the relationship between emotional labor and turnover intention.Finally,according to the conclusion of the study,it is proposed that in the process of improving the working environment,organizational leaders and the individual civil servants should improve the skills of management and emotional regulation respectively,manage to improve it from the non-material level,and improve their satisfaction with their own working content,so as to stabilize the staff and continuously improve the quality of public service.
