Research On The Autonomy Mechanism And Optimization Path Of Rural Villagers In The Suburbs Of Shanghai

The system of villager autonomy is an important platform for villagers to directly participate in rural governance as well as an endogenous driving force for rural revitalization.In the context of a new era,the villager autonomy in suburban and rural areas presents many different development trends.At the same time,with the village committee becoming increasingly administrative,the traditional villager autonomy system has presented many practical problems.Breaking through the dilemma of traditional villager autonomy lies in affirming its democratic value and innovating the form and mechanism of autonomy.In this way,villager autonomy gains new development and presents new vitality.I tried to make a comprehensive and profound analysis of the work of villager autonomy in Jialuo village,Jinshan district,Shanghai,through a large number of investigations and on-site interviews.Jialou village takes the villagers group as the basic unit and continuously deepens the villager autonomy.Now it has created the autonomy mode adapting to the development of rural communities and improved the governance ability.Jialou village was among the first to establish Xianglingfang service centers,form villager group council,manage project fund,introduce social organization services and develop public welfare establishments.As a result,it realizes the function of farmers self management and self service,effectively makes up for the weakness of traditional villager autonomy and improves the overall level of rural society development.The rural management of Jialou village shows the new vitality.However,in the process of village self-government,there is also a certain predicament in the village self-government mechanism of the village,which is characterized by inadequate internal rules and regulations,insufficient capacity of villagers to participate in village self-government,and insufficient support for external resources.In order to reverse this situation,we should learn from the useful experience of other regions,and further improve the construction of a new type of villager autonomy in the new era by strengthening the institutional guarantee of the villager autonomy mechanism,further enhancing the self-organization ability of the villagers,and introducing more resource elements.
