A Study On The Problems And Countermeasures Of Villagers' Autonomy In The Context Of "Hollowing" In Rural Areas

Villagers Self-government is a kind of grass-roots democratic system in rural china. It means that the local residents could elect the Villagers Committee to decide, to govern, to supervise the affairs of their own according to the Constitutional Law and other laws. It is of great significance to the development of the economy and society in rural china. During the process of rapid urbanization, rural hollowing is becoming a serious phenomenon and also results in some outstanding problems to Villagers Self-government.In order to analyze the causes, the problems and the solutions to the Villagers Self-government Under the rural hollowing background, the thesis takes Yaohe Village, a typical less developed agricultural village in the Tongbai mountain area of China, as an example. The author uses data collected from fieldwork, questionnaire surveys and in-depth interviews of20farmers to do the research.In the first chapter, the author introduces the history and the process of legislation of Villagers Self-government in China, then analyzes the characteristics of it and points out that the problems of it should never be neglected although the election is increasingly standardized and the typical examples could be found everywhere.In chapter two, the author introduces the history, analyzes the problems of Villagers Self-government in Yaohe Village. The author points out that the present state in Yaohe Village is fine because of the democratic election, the high prestige of the members of the Villagers Committee and the sound function of the committee against the problems existed.In chapter three, the author describes the state of hollowing in Yaohe Village and analyzes the problems of weak self-government basis, weak material basis and weak effect existed in Villagers Self-government in the village. The author thinks that the main reasons due to this situation are the weak awareness of democracy, the weak educational quality and the weak self-government ability of the residents.In chapter four, the author proposes three countermeasures to solve the problem. The first one is to develop the rural economy, the second one is to strengthen the education, the last one is to perfect the self-government system.
