Great changes have taken place in Shanghai about the migration from other cities. And it's no doubt that Shanghai has an important role in the development of China. Within the next twenty or thirty years, China is expected to be one of the strongest nations in the world, politically or economically. So realization of such a vision requires the prerequisite the policies be formulated and implemented effectively. Migration here refers to the internal migration in China and the migrants or the transient people refer to those whose present residences are not their registered permanent residences. In other words, they are unregistered residents in shanghai. These people leave the countryside in the hope of finding work in Shanghai. In fact, they are not the residents of the city in some way. They can't have the same ability as the residents because of the policy and other facts about realities.In this context, the author examined the already published literature for systematic study of the migration policies, quoting the literature either in the main text or in the footnotes, and attempt to find the line of as clear as possible about the migration people .On the foundation of this, the paper attempt to find the way and give the effective advices to the policy now some of the major contents of the paper are tersely explained hereafter.First, the paper consist five parts: the conception of the migration and the background of the national migration policies about recently years. The author talked about the migrations' basic conditions in Chapter Two, and the topic of the next chapter is the migration policy of shanghai. Chapter Four concentrates on the level and the effect of the city migration policy. In the end, the author attempt to find the effective ways to the topic of the migration problem. In the last chapter of policy implementation planning, strategic planning is particularly stressed.
