| At present,the "innovation active period" driven by innovation has arrived.The report of the 20 th National Congress of the Communist Party of China emphasizes that technology is the first productive force,talent is the first resource,and innovation is the first driving force.China’s innovation activities relying on human capital and knowledge capital are developing rapidly.However,there is still a significant gap in China’s innovation capacity compared to developed countries,and there are still many problems in the innovation system.One of the most important problems is the serious disconnection between the state-led basic research on innovation and the product development that the industry focuses on promoting,which is known as the "death valley".The embodiment of the main position of enterprise innovation is inadequate,and the deep integration of industry,academia and research is not enough.The main reason for this is that at present,most of scientific and technical personnel with high innovation capabilities and human capital levels and achievements are distributed in universities and research institutes.The transformation of technological manpower capital into enterprise innovation capabilities and the market transformation of achievements are insufficient,and innovation is far from the market.In 2017,the government of China issued the "Guiding Opinions on Supporting and Encouraging Innovation and Entrepreneurship of Professional and Technical Personnel in Public Institutions",which supports professional and technical personnel in universities and research institutes to transfer scientific and technological human capital through three channels: temporary employment or participation in project cooperation,part-time innovation or on-the-job entrepreneurship,and off-job innovation and entrepreneurship.Inner Mongolia has also introduced relevant policies,but the atmosphere of scientific and technological human capital migration in the region has not yet formed.So why the current situation of technology human capital migration in the region is not optimistic? Is it due to the deficiencies of the policy itself? Evaluating the policy itself has practical significance for analyzing the reasons,solving problems,improving relevant policies,promoting the transfer of scientific and technological human capital in Inner Mongolia,and enhancing regional innovation capabilities.Firstly,this article outlines the research background and significance of the transfer of scientific and technological human capital in Inner Mongolia,sorts out the current research status at home and abroad,summarizes and defines the concepts of human capital and transfer,scientific and technological human capital and transfer,and policy evaluation.And it also elaborates on the theory of optimal allocation of social resources,the property-related theory,and the multiple institutional logic theory.Secondly,by analyzing the distribution of scientific and technological personnel and achievements and the situation of migration of scientific and technological human capital in Inner Mongolia through various statistical yearbooks and questionnaire data,and combing policy development of scientific and technological human capital migration from three ways:taking a temporary position in an enterprise or participate in project cooperation,part-time innovation and entrepreneurship,and off-job innovation and entrepreneurship.It was found that the embodiment of the main position of enterprise innovation is inadequate,and the current situation of scientific and technological human capital migration is not optimistic and the development of relevant policies is not perfect.Therefore,based on policy needs,construct an evaluation system of the policy text of scientific and technological human capital transfer in Inner Mongolia by coding the influencing and dynamic factors and problems in the literature related to the transfer of scientific and technological human capital to form policy needs and drawing the lessons from the variable settings of policy evaluation from scholars.Combing the supply of scientific and technological human capital transfer policies in the region,and using the PMC index model to calculate the PMC index of selected sample policies and rate them,and constructing the PMC surface graph.Through the analysis of policy evaluation results.It can be concluded that there are issues with uneven development of policy quality,weak policy supply,and imbalanced rights,responsibilities,and interests of various parties in the migration policy of scientific and technological human capital in Inner Mongolia.Finally,countermeasures with promoting balanced policy development,filling policy supply gaps and reasonably coordinating the rights,responsibilities,interests of all parties and promoting the implementation of policies are proposed to promote the migration policy of scientific and technological human capital,the migration of scientific and technological human capital in Inner Mongolia and enhance regional innovation capabilities. |
