Study On Current Community Construction Of Small Towns

At present, the government of china has started generalizing the construction pattern of typical communities. However, the academe has not decided what construction pattern we should take yet. We can not copy the mode of urban community construction, because there are many differences between the Community Construction Of cities and towns. Taking Hequ county in Shanxi Province as a sample, This thesis is devoted to study community construction of small towns through analyzing the process of community construction of Hequ towns. And, based on the description of the characteristics and effects/defects of the community construction there, we hope to find out the way out for the sustainable development of small towns' Community Construction.This thesis is composed of five parts. Part one is "concept and background of Community Construction in the Towns", mainly introducing definition of Community Construction in the Towns, including the structural elements, attributes, function, and the difference between Community Construction Of cities and towns. In addition, this part will introduce the background of Community Construction in Hequ towns, including introduction of Hequ towns and the historical evolution of Community Construction in Hequ towns. Part two is "the Present Situation of Community Construction in Hequ Towns". This part will display the authentic experience of Community Construction in Hequ towns and its current status. The construction process consists of the learning stage , the preparatory stage and the construction stage. from which, you can learn certain details in the community construction of Hequ towns. The description of present situation of Community Construction in Hequ towns is divided into two aspects: the present organization structure and the present operation mechanism. Part three is "the achievements and problems of community construction in Hequ towns" .In this part we will have a deep analysis of the case study. The construction effect is mainly manifested in the following: bringing community concept to the public, enabling the subdistrict office to play an important role in the community construction, improvements in the management system of county, street and community, and improvements in the community service, community security, community environment and community culture. However, many problems exist such as: contradictions in Management idea and governance behavior, inadequate participation willingness of the residents, inmature autonomous organization in community, inmature public service system and so on. Part four is "Route Choices of the Sustainable Development of Present Community Construction in small Towns" .This part is the key part of this thesis, in which we put forward the route choices : It is very important to enforce the party organization's core leading role and participation in the construction of towns'communities; Guidance from Powerful Government is the outside impetus to the sustainable development of towns'Community Construction; The residents'active participation is the internal impetus to the sustainable development of towns'Community Construction; The Development of NPO and Volunteer Service are of great importantance to the sustainable development of towns'Community Construction. Focus on forming a mechanism is the important guarantee of the Sustainable Development in towns'Community Construction.
