Although with the coordinately promoting between "the new type of urbanization"and the construction of "beautiful countryside","the livable community construction in villages and towns" has been put on the agenda of China's new rural construction,at present there is no clear concept for "livable communities in villages and towns" at home and abroad,not mention to the further research.Therefore,relying on the project supported by Ministry of Science and Technology---major project about science and technology of livable communities in villages and towns together with well-off housing(project number:2013BAJ10B00),this paper has some theoretical frontier and practice guidance which uses the experience of the related literature research and the practice construction to study systematically the development strategy of livable community construction in China's villages and towns,mainly based on the theory of dynamic capability.In this paper the combination menthods are used which are between the qualitative analysis and quantitative,theory and practice,normative and empirical,horizontal comparison and vertical comparison,and the system theory and dialectics are run throughthe text to study the development strategy of livable community construction in villages and towns.Generally speaking,the main research contents and conclusions of this paper include:(1)Both the connotation of "livable communities in villages and towns" and connotation of the construction of it are defined clearly,using the method of literature research and inductive synthesis:with regard to the so-called "livable community of villages and towns",as its name suggests,"community" is its essence,"livability" is its basic characteristics,"villages and towns" are its geographical scope.In simple terms,it is the results of the development of the community and the livability of the villages and towns in our country,which is under the guidance of the scientific development view and the spirit of the "five overall plans",and in the background of coordinately promoting the construction of "new four modernizations" and "beautiful countryside".While the main content of "livable community construction in villages and towns"concern the community's people(P),economy&society(E&S),resources&environment(R&E)and infrastructure(I),namely PESREI.(2)Based on the literature on livable community construction in villages and towns as well as dynamic capability by using Mplus 7.4,which is a modeling tool for Structural Equation Modeling(SEM),combined with large-scale questionnaires,a comprehensive evaluation model of livable community construction in villages and towns based on dynamic capability was constructed and analyzed.The main conclusions are as follows:1)Exploratory Factor Analysis(EFA)shows that the explanatory powers of the evaluation dimensions for a community's dynamic capability and its livability are relatively large.From largest to smallest,they are:the community's ability to integrate and reset,the community's ability to reform and innovate,the community's ability to learn and absorb,the development level of the community's economy and society,the community's ability to perceive the environment,the community's ability of organizational flexibility,the happiness level of the community's population,the convenience level of the community's infrastructure,and the protection level of the community's resources and environment.2)Confirmatory Factor Analysis(CFA)shows that the explanatory powers of the evaluation dimensions for dynamic capability are,from the largest to the smallest,the community's ability to integrate and reset,the community's ability to reform and innovate,the community's ability to learn and absorb,the community's ability to perceive the environment,and the community's ability of organizational flexibility.The explanatory powers of the evaluation dimensions for a community's livability are,from the largest to the smallest,the development level of the community's economy and society,the happiness level of the community's population,the convenience level of the community's infrastructure,and the protection level of the community's resources and environment.3)EFA and CFA jointly show that there is a strong positive correlation between a community's livability and its dynamic capability.Thus,during the course of livable community construction in villages and towns,the happiness level of a community's population should be central;the coordinated development of the community's population,economy,society,resources,environment and infrastructure(i.e.,PESREI)should be stressed;cultivation and promotion of the community's dynamic capability should be an area of focus;and attention should be paid to community planning,innovation,and learning.(3)The system analysis model of China's livable community construction in villages and towns is constructed based on complex adaptive system(CAS)theory,then the system is simulated by using Vensim PLE,an analysis software of system dynamics,and seven kinds of development scenarios of China's rural livable community construction are put forward according to the simulation results.The results show that:In the case of fixed industrial structure of community,livable community construction in China's villages and towns should give priority to select the synergistic governance type of development scenario of which the community's PESREI can develop harmonically;and then,the innovation input type and industry investment type will be taken into consideration;compared with the exogenous type,the endogenous type will be given priority to select in the circumstances with same investment degree;if they are both exogenous type of development scenarios,the one which has larger investment degree should be selected.In the case of changeable industrial structure of community,the optimization of the industrial structure of the community should be paid attention to,and the integration among the first,second and third industry should be promoted,during the course of the construction of livable community in China villages and towns.(4)Quantitative analysis of SWOT(Strengths,Weaknesses,Opportunities and Threats)for the livable community construction in China's villages and towns.It mainly includes two parts:1)The internal and external environment of livable community construction in China villages and towns are analyzed,from three levels(namely,macro,meso and micro)and many aspects,that is,the PEST(political,economic,social and technical)environment,rural environment,and the PESREI,the planning,management and governance of the community.Accordingly,the SWOT results of qualitative analysis can be obtained,that is,China's livable community construction in villages and towns not only has larger development opportunities,but also faces many challenges;and there are both the successful experience and many problems,such as the problem of coordinated development of community PESREI,and capabilities problems of community planning,management andgovernance.2)Based on AHP(Analytic Hierarchy Process),combining with the“Internal Factor Evaluation Matrix"(IFE Matrix)and "External Factor Evaluation Matrix"(EFE Matrix),the SWOT quantitative model mainly has been optimized and used to analyze the overall development strategy proposition of livable community construction in China's villages and towns.Results show that,during the course of livable community construction in China's villages and towns,the actively pioneering strategy which combines the greater development opportunities with the strong internal advantage should be taken,and the sequence of strategic choice should be followed by SO strategy,WO strategy,ST strategy,and WT strategy.(5)Based on the research of related literature,especially the typical construction mode of rural community at home and abroad,together with system modeling,simulation and comprehensive evaluation of livable community construction in villages and towns,and combined with practical investigation of the good example of China's rural community construction--"Lanling phenomenon Daicun practice",the KSF(Key Success Factors)of development strategy of livable community construction in villages and towns are found out,that is,the coordinated development of community PESREI should be paid attention to,community planning and innovation should be laid emphasis on,and especially synergistic governance of the community should be focusedon.(6)Guided by the scientific outlook on development and the notion of development regarding "three issues of agriculture,the countryside and farmers",endeavoring towards constructing a beautiful homeland for everyone to live and work in peace and contentment,taking the following principles as yardsticks—systematic coordination,people oriented,adjusting measures to local conditions,community participation,and synergistic governance,aiming at building intelligent communities in villages and towns with PESREI harmonious development,our country's development strategy system for building livable communities in villages and towns was presented as follows:make full use of the opportunities of the "New Four Modernizations" and"Construction of Beautiful Village",be supported by the construction of community organization,manpower,finance,culture,and informatization,take the construction of central villages and towns as the leading business,center on the happiness level of community population,lay emphasis on constructing and improving the dynamic capability of communities,enhance community planning,innovation and study.And by establishing emphatically the mode of synergistic governance development for communities,complete the construction of community hardware and software,and improve the living stand and quality of community citizens continuously.The main innovations of this paper lie in:(1)PESREI model was constructed of livable community construction in villages and towns,namely the content of livable community construction in villages and towns is mainly related to the population of the community(people,P),economy and society(E&S),resources and environment(R&E)and infrastructure(I),referred to as PESREI.And taking it as the main line through the whole article,the connotation of livable community construction in villages and towns,the development status and problems,a comprehensive evaluation model,and CAS model were analyzed,and accordingly,the development strategy system of livable community construction in China's villages and towns was constructed.(2)In this paper,the dynamic capability theory was introduced into the evaluation system of livable communities in villages and towns,and based on the idea of SEM modeling,a comprehensive evaluation model was constructed based on dynamic capability.(3)Based on the CAS theory,using Vensim PLE which is an analysis software of system dynamics,analysis modeling and system simulation of livable community construction in villages and towns were made,and various development scenarios were put forward which provide the basis and support for the formulation of the sustainable development strategy of livable community construction in villages and towns.(4)A comprehensive method of SWOT+IFE+EFE+AHP was used to optimize and form a SWOT quantitative model.Additionally,by using the SWOT quantitative model,a quantitative analysis was made on the overall development strategy of China livable community construction in villages and towns.
